Od 1 stycznia 2015 roku zaczną obowiązywać przepisy nowej ustawy Prawo o aktach stanu cywilnego, która zastąpi ustawę z 1986 roku. W ocenie MSW obecnie obowiązująca ustawa po wielu nowelizacjach nie spełniała już standardów przejrzystej legislacji. Nowa ustawa przewiduje m.in. prowadzenie elektronicznej rejestracji aktów urodzeń, małżeństw i zgonów, udostępnienie ich odpisów w dowolnym USC oraz możliwość wzięcia ślubu poza urzędem.
Zgodnie z ustawą 1 stycznia 2015 roku rozpocznie się informatyzacja rejestracji aktów stanu cywilnego. Akty stanu cywilnego mają być rejestrowane w systemie teleinformatycznym, co ma umożliwić otrzymanie papierowego odpisu aktu stanu cywilnego w dowolnym urzędzie stanu cywilnego w kraju, niezależnie od tego, gdzie akt jest przechowywany. Wpisów w rejestrze dokonywać będą kierownicy urzędu stanu cywilnego lub ich zastępcy, a dane zarejestrowane w rejestrze stanu cywilnego będą automatycznie zaktualizowane w pozostałych rejestrach ( np. w rejestrze PESEL). Z kolei akty stanu cywilnego sporządzone wcześniej w postaci papierowej będą stopniowo przenoszone do nowego systemu. Odpisy aktów będzie można również otrzymywać w postaci elektronicznej i tą drogą je otrzymywać. Docelowo rozwiązanie to ma ograniczyć obieg dokumentów papierowych.
W myśl nowej ustawy pary będą mogły zawierać związki małżeńskie poza urzędem stanu cywilnego. Miejsce to będzie musiało gwarantować zachowanie powagi i doniosłości ceremonii oraz bezpieczeństwo wszystkich uczestników. Dotychczas takie rozwiązanie było możliwe, ale po wykazaniu ważnych powodów. Zorganizowanie takiej uroczystości będzie wiązało się z opłatą kwoty 1 tys. zł.
Nowe przepisy pozwalają także na nadawanie dzieciom obcych imion, co jest ważne dla małżeństw mieszanych i imigrantów, uzyskujących polskie obywatelstwo. Nadal nie będzie możliwe nadawanie dzieciom więcej niż dwóch imion, a także imion zdrobniałych, nieprzyzwoitych lub ośmieszających.
Nowa ustawa wprowadzi również zaświadczenie o stanie cywilnym czyli dokument który zastąpi przedkładanie wielu odpisów aktów stanu cywilnego dotyczących jednej osoby. Rozwiązanie to ma uprościć postępowanie oraz zmniejszyć koszty po stronie obywatela.
